You can clearly state the scope but it can still be poorly defined or misleading.
I would prefer: Is the scope fit for purpose?
I appreciate the effort to keep the list short. But scope is so important I suggest it needs to be broken down into its constituent parts. Scope of impact end points (e.g value of statistical life could look at preferences for health vs lost contribution to GDP), affected population, geography, etc.
