This is really important, but I'm not sure this criteria is specific or clear enough about what its getting at.
Is it the cultural context of the users (e.g. a business operating within a capitalist system) or the affected population (which can be very varied and may include populations for whom the concept of ownership, and therefore economics as a tool to assess social betterment, is contrary to their beliefs)…?
