I wonder whether a monetary value for which one can state "yes" for all questions is necessarily better than one which has some "nos". If everything is well described only means that someone has done a good documentation job. However, is this value then necessarily better than another?Another aspect: when a criterion summarises information on several elements that are not comprehensively listed (indicated by "etc." or "include" in the definitions columns of the criteria tables), then one can never be sure that the criterion is fulfilled to 100% ("true").In the end, only qualified people will be able to judge whether a monetary value (value factor) will be of quality even if all criteria will have been evaluated. For instance, I did not see a criterion on representativeness as regards surveys or survey design which are key.Note that there is ISO 14008 that requires the documentation of certain qualities (including which method was used, when, where, with which assumptions etc.) of monetary values - very similar to the proposed criteria. This, however, with the aim to allow someone knowledgeable to judge the quality. Having all information provided does not suffice, though.
