The Definition/Explanatory statement should do more than re-state the Tier 2 categories included. Instead, it should describe what is meant by scope at a conceptual level. We suggest defining scope by considering the nature of the decision being made and the measurement boundaries set by the developer or user to derive relevant information for a decision.
