We suggest reconciling this with Criteria #10 to avoid confusion by developers and users. Presumably the temporal context of the scope of the value factor is closely related to the time preferences of relevant stakeholders. In the case of a value to society perspective, Criteria #16 and Criteria #10 may be identical. A suggestion is to remove this criterion and capture the information in the Scope section.
