We suggest clarifying that externalities are one part of societal costs and benefits by replacing “(or externalities)” with “including externalities.” For instance, oftentimes the value included in the price of a good or service results in an impact to well-being, but the value in the price of a good or service is not an externality. Further, internalities are another part of societal costs and benefits.
