We believe that “baseline” implies a temporal reference scenario, and one that does not change over time. This understanding is particularly widespread in the impact evaluation sector. Based on our interpretation of the accompanying language under “Definitions / Explanatory statement,” we suggest for consideration the more neutral term, “reference scenario,” which IFVI and VBA use. Alternatively, “counterfactual” (as used by the Impact Management Platform) could also help clarify.
