This criterion requires more detail to describe what is meant by indicator. Do indicators refer to the inputs, activities, and outputs of organizations? If so, we would recommend that this point is made clear and that this criterion should be moved before Criteria #29 as inputs, activities, and outputs are the first stage in an impact pathway.
